A major change may soon reshape how land, house, and shop registrations are done in Haryana. The state government is working on a new system that aims to reduce corruption, eliminate middlemen, and make the entire process faster and more transparent.
If implemented, the new model could significantly change the way tehsil offices function across the state.
Registration System May Be Like Passport Seva Kendras
According to the proposal prepared by Revenue and Disaster Management Minister Vipul Goyal and submitted to Chief Minister Nayab Singh Saini, the land registration process in tehsils may soon follow a system similar to Passport Seva Kendras and visa centers.
Under this model, applicants will:
- Book a time-based token or appointment
- Visit designated counters for different steps
- Complete the process in a structured, step-by-step system
- Avoid long queues and repeated visits
The idea is to make the system more organized and reduce direct human interference in the process.
Focus on Transparency and Digital Monitoring
One of the key goals of the proposed system is transparency.
Once implemented, applicants will be able to track the status of their files in real time. This means they will know exactly where their application stands and when it is likely to be completed.
Officials believe this will reduce delays, improve accountability, and limit chances of corruption or file manipulation.
Reducing Role of Middlemen
For years, many tehsils in Haryana have faced complaints related to brokers, bribery, and unnecessary delays in file processing. In some cases, people have reported that work gets done faster only through intermediaries.
The new system aims to change this completely by removing dependency on middlemen and making the process system-driven instead of person-driven.
Pilot Project Before Statewide Rollout
As per reports, the government is considering launching a pilot project in a tehsil in Gurugram or Faridabad district first. If the system works smoothly there, it will be expanded across all tehsils in Haryana.
If successful, Haryana could become one of the first states in India to fully modernize land registration through a service-center-based model.
Why This Reform Is Needed
The proposed changes come after long-standing issues in tehsil operations, including:
- Repeated complaints of brokerage and bribery
- Allegations of irregularities in land registrations
- Citizens having to visit offices multiple times
- Lack of transparency in file movement
- Delays due to manual processing systems
These challenges have made the registration process stressful for common citizens for years.
