Canada PR Program: Big Relief for Indian Students and Workers as New Immigration Plan Announced

Canada has released its Immigration Levels Plan for 2026–2028, and it brings major good news for thousands of foreign students and workers—especially Indians—who are already living, studying, or working in the country. The new plan focuses on making permanent residency (PR) easier for those who are contributing to Canada’s economy and communities.

Canada’s Immigration Plan 2026–2028: What’s New?

Under the new Immigration Levels Plan, the Canadian government will prioritize temporary residents already inside Canada. This includes international students, foreign skilled workers, and others who are actively participating in the country’s workforce.

According to Immigration Minister Lina Diab, IRCC will give preference to individuals who are already integrated into Canadian society. The Express Entry system will continue to be the main pathway for high-skilled workers to obtain PR.

Here are the PR targets under Express Entry:

  • 2026: 109,000 people
  • 2027: 111,000 people
  • 2028: 111,000 people

Additionally, 64% of total PR admissions are reserved for economic immigration programs such as the Canadian Experience Class (CEC) and the Provincial Nominee Program (PNP).

How Will Indian Workers Benefit?

The new plan is a major advantage for Indian professionals working in Canada.

1. Easier PR through Express Entry & CEC

Indian workers who are already gaining Canadian work experience can qualify under the Canadian Experience Class (CEC)—one of the fastest and most reliable PR routes. Skilled workers with Canadian experience have a significantly higher chance of being selected.

2. PR Through the Provincial Nominee Program (PNP)

Even if someone does not receive an invitation under CEC, they still have a strong pathway through the PNP, which has a target of 91,500 PR admissions in 2026.

Each province nominates workers based on local labour demands, giving Indian workers multiple opportunities to settle permanently.

How Will Indian Students Benefit?

Indian students in Canada are also set to benefit from the new plan, as the government focuses on transitioning graduates into permanent residents.

1. PGWP + Canadian Work Experience

Students graduating this year can:

  1. Apply for a Post-Graduation Work Permit (PGWP)
  2. Gain Canadian work experience
  3. Apply for PR under CEC or PNP

2. Choosing the Right Province for Better PR Chances

If a student feels obtaining PR under CEC may be difficult, they can choose to work in a province with a high demand for their skills. Provinces regularly nominate eligible graduates under the PNP.

3. Best Fields for PR

Students in high-demand sectors have the strongest chances of obtaining PR:

  • Engineering
  • Healthcare
  • Information Technology (IT)
  • Skilled trades

Canada is heavily focused on bringing in skilled talent, which gives Indian students in these fields a clear advantage.
